Monaco-Hong Kong Investors Push Forward with THB 140 Billion
Entertainment Complex in Phuket

After initial announcements and site planning in mid-2024 for a multi-hundred-billion-baht integrated entertainment complex, the project went quiet for a while. Now, on June 8, Col. Panthach Sangchote, Executive Director and Honorary Secretary of the Royal Turf Club of Thailand under Royal Patronage (Nang Loeng Racecourse), revealed that the club plans to invest in two large-scale sports and entertainment complexes – including legal casinos – to stimulate tourism and investment in Thailand.

The two proposed sites are:

  1. ๐˜ฝ๐™–๐™ฃ๐™œ๐™ ๐™ค๐™  โ€“ In the Khlong Toei port area and Nong Chok district, covering over 3,000 rai along Suwinthawong 101 Road near a golf course. The land has already been secured. The estimated investment is THB 120 billion. The project will include a horse racing track and equestrian-related businesses, hotels, a convention center, sports stadiums, and a yacht club.

  1. ๐™‹๐™๐™ช๐™ ๐™š๐™ฉ โ€“ In Thalang District, with a total area of over 1,200 rai split into two plots: a 275-rai private island in the Ao Por area and a 927-rai area on the opposite mainland side. The total investment is THB 140 billion, in partnership with a Monaco-based group involved in real estate and casino businesses. The project will feature resorts, pool villas, 5- to 7-star hotels, a marina, a horse racing track, sports venues, a convention center, concert halls, and even a Formula 1 racetrack. The casino will be located on the private island, which will also host supporting infrastructure such as resorts and hotels.

โ€œWe are currently preparing funding sources from financial institutions associated with a Hong Kong investment group. Development will begin in Phuket as the first location, with construction expected to start in the first quarter of 2026 and the first phase to open in 2029,โ€ said Col. Panthach. โ€œEven though the government has not approved the legal framework for entertainment complexes, we are moving forward with this business plan. However, if the government provides legal clarity and terms of reference, we are ready to participate in the bidding process.โ€
